Khim Lal Devkota, PhD

Dr. Devkota is an expert in federalism, planning and budgeting , and intergovernmental relations, with over two decades of experience in public finance, governance, and policy formulation in Nepal. A former Member of the Federal Parliament (National Assembly), he served as Chairperson of the Federalism Implementation Study and Monitoring Parliamentary Special Committee in 2022, where he spearheaded critical federalism initiatives. Notably, he played a key role in submitting a Resolution Proposal to ensure the rights of provincial and local governments, which was unanimously approved by the National Assembly, instructing the government to implement it.

Dr. Devkota holds a PhD in Development Economics from Tribhuvan University and has contributed extensively as a researcher, columnist, and consultant to government bodies, donor agencies, and international organizations. He is also affiliated with Georgia State University’s International Center for Public Policy.

In addition to his research and consultancy work, Dr. Devkota has extensive teaching experience at institutions such as Kathmandu University School of Management, Birgunj Public College, Hari Khetan Multiple Campus, D.A.V. College, Golden Gate International College, King’s College, and the Nepal Administrative Staff College.
